The Outlaw Lunatic Traveling Vice Lords (OLTVL), also known as Outlaw Lunatics or by their numerical code 15-12-20-22-12, represents a faction within the People Nation gang coalition that originated in Chicago, Illinois. Predominantly composed of African American members, the gang employs a variety of symbols, such as the Playboy Bunny, Pimp Cane, Top Hat, Champagne Glass, Crescent Moon, Dollar Sign, and the Five-point Star. Their adopted colors are Black, Gold, and Red.
Outlaw Lunatic Traveling Vice Lords Gang History
The Outlaw Lunatic Traveling Vice Lords (OLTVL) emerged as a splinter group from the Solid Traveler Vicelord Nation (TVN). The term “Lunatic” is actually an acronym for “Law Under Neal Almighty Truth Independent Community.” Founded by four TVN members—Kadafi, T/Murda Lord, Luchi, and Tedoe—in 2002, this new faction sought a distinct identity while maintaining the symbolism of the TVN. Kadafi, who held the title of prince in the original TVL nation, collaborated with Murda Lord, who hailed from the #2501 building in the Rockwell Gardens near Central. The OLTVL set its roots at the intersection of Central and Congress, sharing territory with the Trigger Town Solid Four Corner Hustlers.
The neighborhood was primarily under the control of the Four Corner Hustlers until an aggressive expansion effort led by Murda and Kadafi shifted the power dynamics. Murda focused on recruiting new members, while Kadafi emphasized imparting Vicelord knowledge to the recruits. Within a month, through conflicts and negotiations, the OLTVL successfully converted numerous Four Corner Hustlers and recruited several Neutrons to their cause. By the end of 2002, they had transformed a predominantly Four Corner Hustler neighborhood into an area where OLTVLs held significant sway, controlling major blocks like Gladys and Central, as well as Quincy and Central.
Despite setbacks, such as losing ground on Congress and Central due to internal conflicts and external pressures, they managed to reestablish peace internally by late 2003 and began expanding towards the “Holy City” area.
